Context

Regione Toscana commissioned a unified platform to connect volunteer networks, field teams and intervention management for wildfire operations.

Problem

Multi-actor management in critical territorial events requires real-time coordination, consistent data and operational continuity between field and command center.

Analysis

Initial assessment highlighted key requirements on operational orchestration, information flow standardization and integration between mobile and web components.

Solution

F2XP is delivering an app + web ecosystem for event, resource and operations management, designed for reliability and continuity even with intermittent connectivity.

Architecture

- .NET 8 / ASP.NET Core backend with REST APIs for authentication, user management, events, media and positions - Active Directory-based identity integration and role permissions (operator, team leader, operation center, administrator) - Data persistence with Entity Framework on SQL Server or PostgreSQL - Flutter mobile app (iOS/Android) with authenticated access, organization selection, manual/automatic position updates, POI/tracks management and georeferenced photo/video capture - AIB offline maps and WMS online layers with emergency-oriented UX - Blazor WebApp for event monitoring, operator lists, map view and baseline administration - Base synchronization layer for offline operation and deferred data submission - Architectural readiness for future integrations (SOUPRT, CAP), advanced history/synoptic features and 3D visualization - Cloud or on-prem infrastructure in Docker containers

Results

Project is in execution phase (v1).

Expected functional outputs on release: - continuous tracking of operators and teams - structured collection of georeferenced POI, tracks and media - centralized AIB/WMS map view for operational coordination - role-based access management (operator, team leader, operation center, administrator)

Quantitative KPIs: to be consolidated at end of operational milestone.
